Does one need to have a licensed user to access the web client. If so, will the limited user function for this?

there is no additional license required for web client. they can be either full or limited.  limited users can only modify at most 3 tables.

No need separate licences. either full or limited licence you can access. One web client it takes one licence.

Limited users can only modify up to 3 tables.  But any table described in Appendix A of the 'Licensing Guide' as 'Limited User Included Tables' do not count towards the 3 table objects, such as Reservation Entry Table 337, Change Log Table 405, Warehouse Shipment Header and Line Tables, and quite a few more.
