Converting CRM image attachment to VSTS work item (bug) attachment

I have created flow, which creates VSTS bug work item successfully, was able to attach the case notes (attachment) to the VSTS bug. However though image attachment is propagating to VSTS bug, am not able to open, shows as invalid format. Below is the flow am using, what conversaion I need to do when propagating notes attachment to VSTS bug. Notes attachments can include text, image or document files

    You may have to convert the document content to base64 string.
