SQL Licensing for NAV 2018

Hi all, I'm working on solving an issue that a former account manager left us.

We have a customer with NAV 2018 under subscription in their own server. They have acquired 38 NAV subscriptions, but only 1 SQL 2017 CAL. We have been trying to fix this and we have come out with the next solutions:

1. Get 37 more SQL CALs.

2. Get SQL Core licensing (this has been discarded due to much higher costs).

3. ¿SQL Runtime?

I'm not sure about the last option, so if you please can give me a light on how it works or is it even possible to work with.
