can any one help me to understand how to create new Microsoft dynamics 365 projects as i unable to see it in the list of products

You must use an O365 account, that belongs to a tenant, that has D365FO licenses (trial or real) activated.

Are you trying toto start a trial or has your organization purchased D365FFO licenses? Anyway you should first activate the licenses so that they can be seen in the D365FO admin portal.

thank you for your quick response, now i have D365FO licenses for the customer on our partner source , how can i activate this license in the admin portal?

What licenses did you / your customer buy, on premises or cloud? Or are they trial licenses? When the licenses were bought, the organization who bought them should have received an email that instructs how to activate them.

But to my knowledge the cloud licenses can't be seen in Partner Source. On premises licenses might be.

Yes It is On-Premise.We are partners, we have a license to use the trial version.There is a registration process, as mentioned in the document.Customers need to purchase license.

we are partner and we make the order to our customer and we received the licenses for D365 for finance and operation on-premises last week , now the next step to activate the license throw admin portal and i can create the project on lcs ?

When you have the licese,you can click dynamics 365 for operations,the first time,it will create a projects for you.

Maged, the article that I linked contains the information on how to proceed. Basically you have to login to customer/partner source and click an activation link that will activate D365FO on premises for your O365/AAD tenant.

Please note that your customer's O365 admin should do so that the LCS project gets linked to their organization.
