I have copied the Email button in ribbon workbench from the lead entity under section ribbon to the command bar section but it doesn't trigger the command when clicked does anyone know why?

Why are you copying the button when you can customize the button? If you need a same button then you can create it from scracth and add the properties manually.
I suspect that behind the section ribbon there are a parameter (or 2) that are being passed across which you haven't specified within the copied button.
You will need to somehow debug the original button, identify which parameters need to be passed and customise your new button to ensure those parameters are passed to your version of the button.
