So I think that this is a random bounce back to the first tab in a sequence of four tabs (create form is empty because its an insert, update form is populated because its a update).
Would publishes of our solution in dynamics cause the portal to lose track of where it was in the form steps? That is the only reason I can think that a random behavior like this might occur when normally the form proceeds through the steps and redirects to the list as it should.
hum, I do not hide any tabs on my forms. I used web form and weform steps to display the tabs. Sometimes the tabs go to the next tab correctly all the way through and redirect back to the list at the end as expected. However, sometimes instead of going to next tab, it goes back to the first tab. The data was saved as a new entity, but it just did not proceed through the form tabs every time. This would be quite annoying for the user if sometimes they don't go through all the tabs.

This shouldn't happen. If this is happening then you need to find the reason why it is happening and fix it. This is not a design feature but an issue. I faced the same issue where in on clicking next it was showoing the first tab. Upon investigation, I found that for that step, I have select to load tab and that tab in the form was hidden. So portal was unable to load anything hence jumping back to first step.
