Thanks for your sharing. Could you share more details about 'Adobe Sign does not work in the new UI Dynamics v9'.
I just test in my V9.1.0.7819 and found I could successfully create data mapping and access Admin Settings in Adobe Sign.(I have updated to 2019 Release Wave2)
I will help testing and following up if the issue exists on our environment after you sharing more information.
