Migrate Compliance Settings and Topics between environments

Hi,
 
Is there any way to migrate Compliance Settings between environments? Including related Purposes, Topics and Preference Center? 
 
It looks like there is now way to migrate the topics. Anyone a suggestion?

    Hi,
     
    You can use the Configuration Migration tool to replicate Dynamics 365 Customer Insights - Journeys configurations and data across environments.
    Please refer to the following official documentation for the exact procedure.

    @dengliang Li, unfortunately the Configuration migration Tool is not working for Compliance Settings and Topics. 
    I have  tried, but it is failing. XRM toolbox Datatransporter as well.
