Microsoft Teams Suggested Topics

I am working on a Chatbot In MS Teams. I uploaded a webpage FAQ to the Suggested Topics, and 24 new topic suggestions was found, but they will not populate. Just spinning wheel for 30+min. Third attempt since Saturday, same result. Logged in and out each day, logged out of MS teams, up to date updates. Any assistance would be great. Photo attached.
