Iam getting the following error when trying to access customer service

The incident entity is read-only for this client.

    This error means you're using a client (like a portal or custom app) that has read-only access to the Case (incident) entity. To fix it, update the security role or permissions for that client to allow create/update access to the incident entity.

    I have system administrator Role and other few as well, another user with admin role can do everything and i cant. its a SANDBOX
