As Leo said, this is currently not available out of the box but someone has submitted it as an idea that I would suggest voting for!

Unfortunately, this page is by designed and it could not be customized.
There are 2 ways for you to choose.
1. (a)Create a on-demand workflow to create new cases and set the default values.
(b)Create a new custom ribbon in the activity form and then add js code to trigger the on-demand workflow.
2.Replace the OOB dialog with your custom html dialog.
