Permission or codeunit for update users from microsoft 365

I have a user in the user table can see the "update users from microsoft 365", but they cannot click it as it is in grey. They should not have super permissions. What permission set or codeunit would be able to use that function?

Can you try to add this CU - 9016 - Azure AD Plan.?

It's the Azure AD User Update Buffer (9010). Please check and ensure the user has permission for the table.

Hi, Running the synchronization of users from Microsoft 365 using the Update Users from Microsoft 365 guide, requires the SUPER permission set.
