Do we need use customer service module to create Knowledge articles? or are there any different ways to create knowledge articles?

In Version 9.1, Dynamics 365 only allows users create knowledge articles by Customer Service Hub like the picture below.
If you want to add&edit knowledge articles, please make sure that you have the Customer Service Hub solution and Writing permissions of knowledge articles entity.
