I am currently using Dynamics v8.2 customer engagement. My default form UI looks all white like the following:
I would like to change it like the following with gray background with white sections(like cards). Please let me know how can I accomplish this.

In that case, you will need to wait for Dynamics 365 GCC to support version 9. Dynamics 365 GCC currently supports Dynamics 365 version 8.2 and Microsoft Dynamics CRM Online 2016, Update 1.
Hello Adrian, Unfortunately, our client uses govt O365/D365 tenant. This does not have 9.x yet.
