Yes. There is good news. In the PEAP 10.0.12, there are some glitches solved. It seems to work correctly now with operations SKU's like Finance, SCM and Commerce. I also tested a user with a teams SKU, but then the user is not showing up on the report. I haven't tested the activity user SKU yet.
Hi Andre, I have also found a lot of issues with the report, you mentioned Microsoft are investigating, have they formally announced they a looking into it?

Hi Ann,
The two reports available in System administration > Inquiries > License are giving correct information. However, this is based on a user license miner batch job which is not running every minute. By default in Dynamics 365 it is running once a day.

Please note that the report Ada referred to is not working correctly today. I mentioned this above as well. Everyone is considered as a retail user at a minimum. In the background some details are defined incorrect. The current report is also not able to tell if a user needs a team or activity license. The behavior is still incorrect in the preview of 10.0.11.
Microsoft is currently working on fixing this report. This might be part of 10.0.12, but probably also in a later release.

There is a new report "User License Estimator Report" that shows the user to new license type associations based on the user’s access. There report is at System Administration -> Inquiries -> License Reports -> User License Estimator.

There are reports available using the next menu path: System administration > Inquiries > License.
Microsoft is working on a report to show information what licenses are required per user. A current attempt can be found here: System administration > Inquiries > License. Note that currently this report is not showing the correct information. Microsoft is aware of that and working on enhancements.
