User not authorized to login in Cloud-Hosted DevBox environment

Hi everyone,

I'm facing an issue with a user login in my Cloud-Hosted DevBox (Tier 1) environment.

Problem:
When trying to login with a specific user, I get:

"You are not authorized to login with your current credentials."

What I've checked:

  • User is Enabled = Yes

  • User has System Administrator role assigned

  • Company is assigned

  • Person is linked

  • The Telemetry ID is {00000000-0000-0000-0000-000000000000} — which means the user was created manually, not imported

What I've tried:

  • Tried Import users → getting "Not authorized to import" even with Admin account

  • The same user/setup was working fine in a previous DevBox

Also when I assign my email for an existing user the Telemetry ID becomes {00000000-0000-0000-0000-000000000000}

hint:

the person of the email isn't available

Question:
How can I fix the Telemetry ID or properly add a new user in a Cloud-Hosted DevBox when Import users is not working due to limitation?

I don't think it has anything to do with the telemetry ID, therefore I wouldn't focus on that.

Have you check correctness of NetworkAlias (Email) and NetworkDomain (Provider) fields? Aren't there multiple records with the name NetworkAlias?

What do you mean by "the person of the email isn't available"?

To enable to import users functionality in a cloud hosted environment, you need to follow the instructions here to configure certificate access to your environment. This wasn't required for older enviornments:

    Hi

Please check the external id, object id and SID for the user. if there is any difference between compared to other environment. please update the same and try to login.

    Hi Raed,

This question is also discussed in your other thread. Import users fails with 'Authorization Required' even with System Administrator role in DevBox
Please check if the steps to enable the Entra ID integration is solving the issue. You then might to recreate the user in Dynamics 365.

    Hi Raed,

Are you trying to create a user through SQL for cloud hosted environment?

To solve the issue of manually inserting a user that exists in the tenant, first try to insert the user normally using the correct email address and try to log in.

If the login fails, use SSMS to find the record of the user you inserted and check the Object ID — in my case it was all zeros {00000000-0000-0000-0000-000000000000}, which is why the login was failing.

To solve this, go to the Azure Portal under Azure Active Directory → Users, get the Object ID for your user, then manually update the Object ID in the database. After that, you will find that the Telemetry ID will automatically be set to the Object ID and the user will be able to log in successfully.

This is how the manual user creation works.

I also found that this approach is easier than following the blog and granting the user permission to import users.
