switch fetchxml datasource between online and on-prem

We have a CRM Online and CRM on-Prem 9.1 system. I want to create a fetchxml report that can connect to both data source, using visual studio 2019. But even I choose the dataset to use the crm on-prem, the preview will always connect to the online system. It says "retrieve organization from CDS" then just connect to the online system. I even deleted the Online data source but it won't help. Please help!
