I am trying to locate documentation for the rules of precedence when determining project journal line cost and sales, based on the setup in the Cost Price - Hour, and Sales Price - Hour setup.
Microsoft added the "role ID" to that form, and I am not clear on how it works with the other parameters.

The role is used to search for available resources and you can set up role-based pricing by using Cost price (hour). docs.microsoft.com/.../project-resourcing
Regarding the priority rules of price, maybe the following document can make you understand better.

prices always gets searched from generic to most specific combinations
e.g. if role is specified and resource is not then this price would be taken
if both specified then resource would be taken

The second resource you included is for AX2012. Do you know the behavior have not changed?
It does not mention "role" since that functionality did not exist back then....

First, it is not always clear to me what is "more specific": project category or sales group
Second, it does not seem to work the way you describe for COST when ROLE is involved.
No matter what role is selected on the journal line, the system does not pick up the cost price set up for that role.
