Two different portal users are viewing different data values of a two option field

Hi All, 
This is regarding Portals. 
There is a Two option field and its correct value is Yes.
One portal user is viewing the value as No which is quite strange.
Please note Change Tracking option is on for the Entity that has this field.
Have anyone on you experienced this with the Portals?
