when i check step 25 is dbsync
 
any advise?

    Please try to abort it(the button in your screenshot)
    Then deploy again. -- update us with the result please
     
     If it doesn't work, log in to the VM and restart iis. Then retry

    One of the reason why the upgrade fails at this stage is : either VS is opened on the environment or some C++ redistributable are missing.
    You should ensure VS is not opened and also you can update the VS by opening the VS installer on the machine.

    I've tried, and just did a restart and it worked.
     
     
    but I found a new case in my post in the link below, and this is very confusing.
    do you have any suggestions?
