Real-time Translation Failed

Hi all, when I configure the real-time translation and followed all the steps from the link below:
 
However I still hit the error as below
 
 
Any advice from experts would be greatly appreciated.

    Real-time Translation Failed
    When setting up the translator, make sure the Region is point to Global.
    Hope this will help.
