I can also add that Power BI can be used as a service (in this case you use an on-line version - for that you would need to populate access to your NAV database from outside source), and also can be downloaded and installed on-premis. NAV 2016 already even has some pre-defined OData and SOAP urls (type "web services" in the search field in NAV) - you can then just copy that OData url to Power BI and you will get the connection. Note that on-premis installation is free now but does not contain any pre-defined templates. Online will require transactional quantity payments, but it already has many pre-defined templates.

NAV 2016 and Power BI are two different packages as mentioned by Gabor there is no bundle, you need to buy it separately or use the free edition available. To Integrate NAV with power BI you don't need a separate license you need to follow the interation steps.

At this moment there is no bundle of PowerBI and NAV. You can use the Free edition of course :)
