Behaviour of the rich text editor when Windows is in high contrast mode

We have recently updated our email form to use the RTE control with various options our users prefer.

One user who has high contrast mode enabled in Windows has reported that the toolbar is now showing text instead of buttons - is this intended behaviour? Is it possible to change any settings to modify this?
