Custom Portal issue

I not be able to login and access portal administration site and change the Portal State to OFF. The page ask me re-setup the portal, I tried but failed. That why I plan to remove solution and remove custom portal URL which created using CRM portal add-on feature. Solution remove but still access the URL. Tried to create portal for community,is working fine and I can login.
