F&O under licensed? When users who are unlicensed can access F&O

We have a situation where the license estimator is showing hundreds more users accessing F&O than we have licenses. How could these users be able to access F&O if they dont have licesnes?

    Hi Connor,
    The license sizing estimator assumes that each user performs a role. If you enter the same person with multiple roles, that person will be counted as separate users in reports. For example, a person with three roles would count as three users.

    From what we've seen I would NOT trust the license estimator. It's just not accurate and it double counts users in multiple security roles. Honestly, get a third party to come in and give you real numbers, but don't trust the reports coming from Microsoft. 
     
    Even the new preview license consumption reports from Microsoft are problematic and not accurate (see the limitation of 30 days). 
     
     
    I highly recommend  Fastpath Assure for MS Dynamics - 

    Fastpath provides out-of-box dashboard reports that output licensing data. In the Q1 release, Fastpath updated the user licensing logic to reflect the changes Microsoft made in their latest General Availability (GA) release. As a result, the dashboard reports are able to determine Attach licenses. From a cost perspective, these dashboard reports can be a beneficial resource. It is important to ensure that the security users, roles, duties and privileges are assigned the correct licenses to safeguard against transferring auxiliary expenses for unrequired licenses. It is also important to note that organizations are responsible for the fee attached to the highest license assigned to a user, role, duty or privilege.

    At this moment, there is no active license enforcement for Dynamics 365 F&O. Note that you should be compliant according to the license agreement. There is a license miner in the application that is storing the number of users and license requirements at particular dates. In case Microsoft will do a license compliancy check, for sure you should be compliant to avoid some legal issues.
     
    I would suggest review the current users, clean up when required and then ensure you will acquire additional licenses when required.
