I created a report and created a table with layout like this.
My situation is that I have a record, which has multiple items. Then when I print report to PDF, the first page is blank, all records show up on the second page. Such as like this.
How could I set up report to avoid this situation.

In addition to the Repeat header property you will need to enter the groups Advanced Mode:
You can access to groups Advanced Mode by clicking on the little black arrow on the right hand side.
Once the Advanced Mode has been selected (this is a toggle action) the grouping pane will open up
To complete the configuration for repeated column headings you need to left click on the “Static” row that represents the group scope the headings belong to.
With the relevant Static group selected you will see that the Properties Window on the right hand side reflects the properties for this object l
Locate the property called RepeatOnNewPage and set this to True
The column Headings for the table will now be repeated across all pages.

I added this table in Report body, so the Header is part of report body.

My report and table's width is only 6.5, I think that is ok.
I found some information from online. I guess my problem is caused by "KeepTogether". When I set last 4 rows in Table "KeepTogether" to false, it solved my problem, however, the header row does not repeat even if I checked "Repeat header rows each page".
Have any idea to fix this issue?

See if guidelines from below link helps you
Check the size of tables in the design. May be the width of them is greater than the pdf page size.
By the way, I copy this table from exist report "SalesPackingSlip"
