I have an on premise dynamics 365 v9.0 instance and When I click on activate buttton in marketing list, a dialog pop up appears but when i click on activate nothing happens. When i try the same thing with deactivate button everything goes well. What is the problem here.

No, I use it on inactive records. Actually the activate button works well on legacy web but not on uci

Try to open Browser Developer Tool by clicking F12 key.
Then go to network tab - clear traces
Perform your action and then check network logs to see any error .

Are you using any 3rd party tools also with entity?
