Management Reporter Error "An error occurred while retrieving balances from the source system provider"

I've created a budget vs actual report and for some reason I can't run the report if I put the external excel file link for the budget numbers. If I run just the actuals from the FD it works but once I add the external excel file link it gives me an error "An error occurred while retrieving balances from the source system provider".
