Inserting email templates

Hi There,

I created an email template for case entity. The template is used as Notification to clients whenever a new case is created.

When I create an email and try to insert this template the first step it always asks me is to select a record. I am not sure where is this being pulled from. Is it possible to remove the To Recipients?

 I only need the Regarding pre selected to automatically
