I have created users in Microsoft 365 and assigned each a D365 license. Then I tried to assign a security role to each of these disabled users in D365. It fails every time. What is the solution?

If it is On-Premise environment, you can check the parameter named as "allowRoleAssignmentOnDisabledUsers" in OrgDBOrgSettings

If you are trying in an online environment, I am afraid to say that you have to raise a support request with MS inorder to verify the same.
