hello, Will a person with an Operations license role receive a full (base license: SCM, Finance, Project, etc.) license, or an Operations Activity license?

It is because of the way licensing is assigned.

The split between Finance, SCM etc. is done on the privilege level, but if you are using custom privileges, then MS cannot determine which specific license the role triggers.

I am guessing the role with the "Operations" license is a custom role that also uses custom privileges, where the other role uses standard privileges.

However, there are multiple roles where the exact type of base license is specified as required, so I wonder why, in some cases, it just shows "Operations" without further details.

The operations license is the old indicator for one of the full base licenses.

D365 just cannot interpret which one of the base licenses you need, but either Finance or SCM would be appropriate.
