We've got the same with regular license. I do not know what is the reason of this situation, but we have problem with CI installation, which failed any time we retry (any pre requisitions and requirements from documentation were checked). However we can open Customer Insights with 2 errors (installation includes solutions, not the services and installation did not complete) and additionally from area menu we can specify Outbound Marketing (for new customer!)
Does the features in the Outbound Module work normally?
If it works, it is recommended that you do not use the outbound functionality for any commercial or production purposes.
As this may be caused by a bug, the Outbound module may disappear at any time.
I've had this happen before, but after refreshing the page after a while, the outbound module disappears.
Does the outbound module still exist in your Customer Insights - Journeys?
