workflow button doesn't shows up on the portal form

Hi Folks

I am trying to generate a workflow action button on a entity form in my Custom Portal

I have already configured it on the entity form and restart my portal from O365 Admin, but this workflow button never shows up on the portal page.

I dont know if something is missing in my configuration, I followed this tutorial

    It wont work on empty form. It will work on updated record.
