Approver can modify a purchase requisition during an approval step without change request

Hi,

I'm facing something in my point of view weird and I need your knowledges :). I'm on Dynamics 365 FO (version 8.1 I think)

I have a workflow on Purchase requisition.

Review the PR if the field Reason is not field -> my case get an auto complete because it's filled.
Approval requested to the "department owner" setup on the financial dimension department
Other approvals

The step 1 auto complete and the approval guy get the approval request. Here he can click on "Modify" and then modify the PR before approval and approve.

I was thinking during an approval nobody can change data except with a "change request" that I can disallow in my workflow setup.

Does it look a regular case to you ?
