As per the MSDN article, we can go for windows server 2016 latest for dy 365 customer engagement 9.0 on-premise installation. but we have windows server 2019, can we use server 2019 for installation?

Windows Server 2019 is not supported for any version of Microsoft Dynamics at this time. However, it is still possible to install Dynamics CRM v9.0 on Windows Server 2019.
Adrian, thank you for the response, but I'm a little confused by what you mean. Do you mean that even though its not supported (Dynamics 365 on premise installed on Win Server 2019) its worth trying?

It means that Microsoft have not announced support for that particular configuration but it is technically possible. If you want to be absolutely safe go for one of the supported Windows Server 2016 editions instead of Windows Server 2019.
The following editions of the Windows Server 2016 operating system are supported for installing and running Dynamics 365 Server:
Windows Server 2016 Standard
Windows Server 2016 Datacenter
