Hi, is the Production, UAT and lcs systems down? I am getting this message while opening the system. Like all of the users
It appears that many MS systems were down due to a DNS issue, but they're all back up now. (Horrible timing as it's month-end and last business day before a long weekend here, but thankfully it wasn't down for too long.)

Luckily, the issue has been resolved. In future, when you have this issue you can create an outage incident via LCS.
yes, but for the last 2 times. I didn't have access to LCS, thus not able to create any ticket with them.
What you suggest or how to contact them when this happens?
Hi Elza, we lost access to LCS too but checked on the status pages linked below and found that it was a wider issue and Microsoft was already working on it.
Status updates were posted in the Microsoft 365 admin center: admin.microsoft.com/.../ (need admin access)

Your are correct. If there is a an issue with DNS or another Azure component, the support via LCS might indeed not work.
You can also check the health on status.azure.com/.../status
