I would like to export role or permission of all users for user review, is there any function to do so?

Hi,
what version are you using? if it is NAV 2013 higher, you can get the information by running table ID 2000000053 Access Control.
It seems you are using 4.0 version by looking at tags of your post.
If you are using Windows Authentication then check tables Windows Access Control and Permission.
If you are using Database Authentication then check tables Member Of and Permission
create a report and use table "windows access control" as dataitem to get a list of users and roles. for permissions work with table permission.

Is there any possiblity to fetch that data without having access of nav Development? I'm only using Dynamic Nav 2016?
