CRM 2013 Administrator unable to change License Types

We run CRM 2013 on-premise. Myself and a co-worker are CRM admins (License Type Administrative, as well as Access Mode). Neither of us are able to make changes to the License Type or Access Mode of others. Each time we do it a message pops up and says "Insufficient Permissions You do not have permissions to access these records. Contact your Microsoft Dynamics CRM administrator". We are the CRM admins. Any ideas? I've not found any articles that address this specific issue. The CRM servers have been restarted (FWIW).
