My opportunity is on the /Close/ stage and I would like to change the opportunity stage back to /Propose/. How can I do it?

There is no option to directly do it.

How to reactive a stage in Dynamics 365 Sales?
    Hi Partner,
In fact, the 'Opportunity Sale Process' is one BPF, and each BPF is one separate entity, each opportunity has one related BPF record, the record will be inactive if you finish last stage.
The simplest way:  Find the BPF record and change it's status to active again.
    In my example:
1)Not clicking 'Finish' button, you can back to previous one stage:
2)You can't move if you have clicked 'Finish' button.

1.Using Advanced Find to search correct entity (in your example is opportunity sales process)
2.Clicking 'Result' to find correct record, active it.
    3.Test:

I hope you can verify my answer if it helps you! If you have any questions, please feel free to contact me.
    Regards,
    Leah
