My question is that I have unchecked the "Export to Excel Security Role" but still user can see the "Export To Excel" Button.
Can anyone help me please
First, make sure that all of the user's security roles (including the security role of the owner team) do not have the Export to Excel permission. Because security roles take the highest privilege among themselves, a user has the Export to Excel privilege as long as one security role has it.
Second, can user export to Excel for all entities? or just Account?
I have checked all security roles and of user and owner team as well but it did not work. And second, Yes User can export to Excel for all entities
One possible reason is that the command of the Export to Excel button has been changed, so we need to use Ribbon Workbench to check.

After importing Ribbon Workbench into D365, create a custom solution, and then add Application Ribbons to the solution.
Open Ribbon Workbench and open the solution, right-click EXPORT TO EXCEL and click Custom Command.
Check if it has a display rule Mscrm.ExportToExcelPrivilege, and if its PrivilegeName is ExportToExcel.
Yes it has display rule Mscrm.ExportToExcelPrivilege and its privilege name is ExportToExcel
Please clear the browser cache or change the browser.
If all did not work, I would recommend you raise a support ticket.
