I am working on 1 of the requirement of my client which include
Need to create a form with 3 field : Main Account , Account Name and User id
Now the requirement is Suppose I have select 111040 as main account and select my an user id "Nidhi@abc.com" on my newly created form.
Then when that user login in with the id and run the trial balance report can not able to see record of Main Account 111040.
Please suggest on this. I have created the Form but what logic i should put in.

To meet your requirement to exclude a user, you need to create a query and on the policy enable the property UseNonExistsJoin (value yes).
Do you really want to restrict user access at this level?
I am asking this because finance users that can access the trial balance form usually also have access to the management reporter.
That is important because the management reporter has its own security concept and you would also have to update the record level security settings there to ensure that your colleagues cannot inquire account 111040 via an management reporter report.
Why is it that you want to restrict the access until the ledger account level?
thanks for your revert. I understand the solution which you suggested but i need to handle it through a form based where i need to manage Main account and User id.

XDS is applied on all data access; a form or report. So, this would fulfill your requirement. You can also apply logic on each form individually where you want to restrict the access.
Did you have the chance to take a look at XDS and how it could help you fixing your issue?
