i was create workflow , when i add steps error apeare in every step and error is :

Could you also show me what fields are being updated, Just out of interest if you change the workflow to Business Unit level does it work?

what I failed to understand is that :
1. the workflow runs on creation of lead
2. and the only step is to create another lead record ???
that will trigger another instance of the same workflow and so on... what and where is the loop termination logic ?
however the error here is that you are missing setting one or more mandatory fields in the lead records properties that you are settings.
what i want to do is that i want to create 4 lead automaticly from one lead that become invoice
In the case you mentioned you must start your workflow from create of Invoice and not lead . Also how are you supposed to co-relate one lead to another , ?
You may end up in duplicates . Ideally Leads are supposed to be converted to Account or contact ,,,, only then u can have opportunities and invoices .
Once you have a account or contact then the other opportunites must be linked with the same and not with Lead .
it is ok if 4 lead are duplicate i want to change it manually but i need 4 lead id for one invoice

Ideally it will not be possible as there is 1:N relationship between Oppty and Invoice . You might need to start with creating a N:1 relationship between Lead entity and Invoice , then try the same .
