I am Facing the issue that Maintenance actions are not available during servicing in the LCS
and Refresh State is Disabled

Kindly Help me Fix this Issue

Your env state is deployed as per your SS, how is the env is servicing mode?

Hi,

Can you tell us what servicing in happening that put the environment on Sevicing mode.

It makes sense to have limited right to alter the environment in servicing mode.

By the way, to turn maintenance mode on an on-premises deployment, you need to run some SQL script again the DB.
