Sales Trade Agreement - Quantity Pricing

I would like to offer my customers a discount when they purchase a quantity of 24 pieces of an item, for and indefinite amount of time. The discount will only apply to multiples of 24. Here is an example:
 
Single Blanket, $9.99 each
12 Blankets, $9.99 each
24 Blankets, $6.99 each
29 Blankets, $6.99 each for first 24, then $9.99 each for 25 - 29
48 Blankets, $6.99 each
 
The goal is to sell them in cases without having to create additional part numbers.
 
1. When I create the trade agreement, do I enter 24 in the From field and leave the To field blank, or do I need to enter a number in that field as well?
2. Do I enter the price for each unit ($6.99) in the Amount in Currency field, or do I enter the amount for all 24 units combined?
3. If I want this discount to run for as long as I am selling the product, should I leave the To Date field blank?
