Check the following to fix Electronic Report - Convert to PDF issue:
PDF Viewer plugin is installed (e.g., Adobe PDF).
Electronic Reporting (ER) configuration uses a format that supports PDF.
Document Routing Agent (DRA) is installed and running if printing is involved.
Check user permissions and browser pop-up blockers.
Ensure PDF Rendering service is enabled in the system parameters.
Still failing? Review Event Viewer logs or ER trace logs for errors.
