Do users of a partner portal need to have the appropriate license to access it? I don't think this information is included in this licensing guide.

If you are referring to Operations, there are a few external roles which do not need a license. They are indeed not listed in the document. The functionality is mostly limited to view access or respond to simple purchase related functionality.
Vendor (external):
Maintains vendor documents and responds to vendor inquiries in the vendor collaboration interface.
Vendor admin (external):
Maintains vendor contact persons and vendor user requests.
Stay up to date on forum activity by subscribing. You can also customize your in-app and email Notification settings across all subscriptions.
