Navigation List Action Security

Users did have the Delete Action button in the Payables Transactions Navigation List where they could delete unposted payables transactions.
Now when they go to the Navigation List, the Delete Action button is not there.
 
When I go to Customize the list, under Add Action, I see the Security Access is No for the Delete Action.
 
The sa user is the only user that can still see and use the Delete Action button in Payables Transactions List.
 
Where can I manage the Security Access of the Actions?

    Could it be you are looking in the wrong place for Delete?  I see it under Groups > Modify (not Actions).  Maybe someone tried to create a custom action with the same Delete name?

    Hi Steven -

    I had hoped someone more familiar with this situation would respond.  

    Could it be the document you are trying to delete has been printed?  There is a setup option for this.

    I want to add that the Delete action is not available when GP is started with Project Accounting in the SET file.
    Starting GP with a SET file edited to remove PA does return the Delete Action to the Payables Navigation List.
     
    Does anyone have a thought on this issue?
