Hi All,
I Got a new Requirement, i have created Custom Ribbon Button in CASE that need to trigger OOB Resolve Functionality FIRST then once the process done then i need to trigger SECOND JS code.
Is there any way to achieve or any way to get the Response from the CrmService.IncidentRibbon.CommandBarActions.resolve FUNCTION

This is internal undocument function so not sure if you can get a response. Even if you get a response, there is a possibility that this can change in future. Instead of this, create a custom button, call you custom action, within that custom action, call a custom workflow activity which resolves the case and return you success/ fail., you then return that status from your custom action to javascript and based on the response you can then execute your next code bloc.

I am not sure you can get response from resolve function.. if your custom javascript is not doing anything related to user interface like showing messages, redirecting etc.then you might need to consider writing plugin or workflow when case is resolved.
In case you have to call custom JavaScript, you might try adding some delay after resolve function and then verify case status again.. if it resolved call your custom javascript.
