We could not add business rules in connections, but we could add js code in the form cause the connection also has the form and form propertities.
How do you create connections? I clicked on the "connect" button on my record form and my instance version is 1710 (9.1.0.7233) online .
And this blog shows how to create connection between records and the "conncet to" field is blank.

There are no js, clear browser cache and cookies doesn't help as well. In general Connections were not customized.

When we create a new connection between records, only the "conncet from" field will be prefilled in default, so it's a very strange situation.
I suggest that you could check your form propertities if there is any js code here which may effect this.
You could also clear your browser cache and cookies.
