1.A Dynamics 365 portal provides your audience an online location to communicate and collaborate. They can allow people to get support for issues, search knowledge guides and how-to guides, collaborate with communities, suggest new ideas, and learn more about your products and services.
2.There are a few big wins to be had with a properly leveraged portal.

3.There are many types of portal like "Base portal", "Community portal", "Custom portal", "Partner portal"...
You could read the descriptions of them in Dynamics 365 Administration Center->Solutions.

The above should give your enough to create your first portal, configure/ expose CRM entity and set up Portal security.
